Pakatan Rakyat pledge sweeping economic reforms for Malaysia

Pakatan Rakyat has pledged to bring sweeping economic reforms to the country by decentralising economic management of the country’s 13 states.

This was among one of the key points to be presented in the Pakatan Rakyat common policy platform which will be unveiled at the coalition’s inaugural annual national convention on Saturday (December 19, 2009).

Offering a peep into the document, which has been kept tightly under wraps, drafting committee coordinator Saifuddin Nasution (left) said the coalition aims to empower the states to handle their own economy.

” The current framework provides for everything to be planned by the federal government and imposed on the state. We prefer to engage the states,” said Saifuddin when contacted.

This policy is likely to appeal to resource-rich but economically backward states, who can reap greater benefits of having more autonomy.

True Spirit of Federalism

Saifuddin points out that currently, the federal government does not extend full cooperation with four Pakatan-controlled states. “We can feel that the spirit of Federalism is not being honoured. The very reason why we included it as one of the points in the common policy platform,” he added.

At a macro level, the Penang and Selangor governments have both complained that the Budget 2010 allocations saw the two states being allocated only a tiny fraction of tax revenues collected in the states.

The impoverished Kelantan is still trying to compel the federal government into honouring a 1974 agreement to pay oil royalties to the state government.

At the lower level, some UMNO Cabinet ministers have also urged government agencies not to attend state-government functions, activities or meetings as in the case of Agriculture and Agro-based Industry Minister Mohd Noh Omar.

Three equal partners?

Meanwhile, Saifuddin said the common policy platform would state the coalition’s position on upholding democracy, spurring the economy, social justice, human justice, needs-based affirmative action and foreign policy.

He said the Pakatan supreme council had endorsed the common policy platform yesterday and promised that the document would be a highly comprehensive alternative to current government policies.

“I’m just doing some a bit of final editing and we will be sending it to the printers today,” he said.

The document will be distributed to 1,500 delegates – 500 from each of the three parties – during the convention that will take place at the Shah Alam City Council auditorium.

Unlike other political parties which revolve around one central figure, all top leaders from the three component parties would be addressing the gathering.

PKR de facto leader Anwar Ibrahim (above) is scheduled to deliver the first speech, followed by DAP secretary-general Lim Guan Eng and PAS president Abdul Hadi Awang respectively. The order of speakers also reflects the descending order of seats held by the three parties.

A total of 15 delegates – five from each party – are scheduled to debate the common policy platform before the winding up speeches by the three leaders.

New Muafakat or 1Malaysia ; Where an option Heart

Biggest success was a combination of opposition in this decade is when the three parties can sit opposite ideological assembly to achieve a consensus to form a joint policy platform.

Thus was born the policy with Pakatan Rakyat on the first convention in Shah Alam, Selangor on Saturday.

Although this should not be something historic, it is very important in the context of Malaysia are still bergelumang with political and religious people.

Let alone when the site is not affiliated comprising SETAN, Parti Keadilan Rakyat and the People's Action Party seems to lose direction since a year ago because the affected internal and external problems.

Barisan Nasional is the controlling central government and the majority of the state government did not give up the chance to find mistakes and errors Alliance through the mass media owned. But at the same time, among the Alliance has created its own internal problems as well as themselves.

With this compromise and understanding that now exists with a platform for the alliance to make preparations to face the general election will come. The first step has been completed.

However, the extent of Pakatan Rakyat will bear terdaya and menjinjing joint policy for coming years this? Are all the problems have been completed or will continue to sound after the carved house completed?

The second step is the People's Alliance for follow-up action. This includes re-refine the policies agreed with it to explain more in detail the things that they want Perjuangkan.

It should not be something difficult for Pakatan Rakyat not bring radical changes. Thought leaders combined opposition is not much different from the conservative majority of the people.

Top awareness is also, along with Alliance policies early have expressed effort to defend the Federal Constitution set forth therein Islam as a religion of the Federation. It also pledged to maintain the special position of the Bumiputera in Article 153 of malay and dignity in Article 152.

Alliance is hoping that the Malays and Muslims do not fear to make changes by selecting a combination of PAS, PKR and DAP as an alternative to Umno and Barisan Nasional.

It is not wrong if said message platform is to continue with most of the Barisan Nasional, especially in policy development issues and progress is seen as the country was well received by people WITHOUT bringing with corruption, malpractices and abuse of power.

Perhaps among the alliance leaders and supporters are not comfortable with this equation, but if viewed policies fundamentally, the proposal is not much that can be considered radical in question unless the rights and freedoms.

Since more than 30 years ago, all these rights have been eroded one by one under the Barisan administration increasingly distant from the people who should treat them.

This is where the strength of Pakatan Rakyat is located. However, there must be efforts to communicate their desire alternatives to the people following the mass media dominance by Umno and Barisan.

It's no use talking matters of justice, freedom, democracy and equal opportunity if not efficient in managing its implementation. Perception of people is very important alliance. If people continue to get information about the Alliance of Umno and the BN-owned media, is difficult to fight the current although the facts and the truth has been turned around.

Malaysia will witness a clash between the policy with the Alliance called Muafakat For Malaysia and Indonesia owned by the Barisan AGENDA 1. For people, this will provide an opportunity to assess where the glass, which intan. Which is more important particulars in the policy that will be implemented.

There may be between us who want to know further, for example in matters of education, whether the system of admission to public colleges and universities and providing scholarships will be implemented fairly regardless of race and religion.

There are also between the public service we expect that a more equal basis with open entry qualifications regardless of race and religion. This can increase the efficiency of public service itself had been handcuffed by the giant bureaucracy. In fact they are among the public service also expects the promotion based on qualifications and meritocracy without political interference.

Some people want to know whether changes occur in the home purchase quotas, taxes and charges imposed and the various issues that will affect the pocket and family finances.

As long as efforts are based on the Constitution, no one should fear and worry about the possibility of "terhakisnya" the rights of any party. No one lost - unless they live a normal cable political cronies and has a long - if India becomes a country that practices democracy and the justice system, efficient, transparent and free from corruption and embezzlement.

If the Alliance is committed to what dijanjikannya, not impossible that people can enjoy freedom be desired - where the independent media, judicial justice and strict, and several police corruption and abuse prevention and bold free. Teguhnya all this institution will produce an ideal environment for the business and investment and employment opportunities will bercambah.

AGENDA 1 Malaysia also has the same ambitions for an ideal society in the developed countries. However, Alliance has a little advantage because unlike Umno and Barisan, they do not get stuck in the midst of corruption, malpractices and abuse of power widely.

Therefore, the four state administered Alliance now have to struggle more to show the best possible example. It's a big difference between the state and Central government administration but there is no harm to highlight one race more fair, responsible, transparent and fair.

Perhaps the most critical challenges for the Alliance is addressing racial and religious issues. Since before independence again, this problem has long been terbuku. To describe requires time, patience and compromise policy and sincere.

Alliances need to close ranks within the party combined. There is no blame in the dispute and argue the importance of people issues. That is not the breach; but it is the wisdom of democracy.

But if the dispute continues and mutual recrimination and distrust each other, Alliance can forget the dream of stepped foot into Putrajaya. Disgusting people have with the political conflict that is not endless.

People will consider which one is better - 1 Agenda Malaysia or Muafakat New Pakatan Rakyat. And all this will be determined by words, attitudes, behavior, practices and actions of our politicians over the next 12 months, if not within 24 months.

SAINS POLITIK MALAYSIA

Without mincing his words, political analyst Abdul Aziz Bari likened those who hold the reins of power in Malaysia to a bunch of 'thugs'.

According to him, these individuals do as they please without proper regard for the law of the land and the percepts laid down in the federal constitution.

"We are like Zimbabwe, just with another name!" stressed the law expert.

Zimbabwe under President Robert Mugabe has earned international infamy over it's questionable policies and use of the legal system and laws to prop up the government.

Elaborating, Abdul Aziz said: "I don't know how else to call them, sometiNONEmes we need to call a spade, a spade. What we have is a state of lawlessness, it's like the law of the jungle."

He pointed to the recent overturning of the high court decision regarding the Malaysian Anti Corruption Agency's (MACC) right to interrogate beyond office hours as a glaring example.

"It is painful to hear the court of appeal decision. They are using the provision to overrule the high court, saying it is silent on the matter," he told Malaysiakini.

'Judiciary takes its cue from government'

According to the UIA law professor, the court of appeal's recent decision "is a lame decision and in itself a failure to carry out the court's role, namely to fill the gap left by parliament in the statute."

Abdul Aziz is adamant that "the high court decision is to be preferred as it is closer to justice and the spirit of the constitution."

"It is for the court to fill the gap by making a decision that is closer to fairness and justice," he added, though he bemoaned that in Malaysia, "the judiciary takes its cue from the government."

"When you have a judiciary like what we have, what can we do? In normal circumstances you go to court to compel the parties who refuse to do its legal duty to do it. But not in our case," he said.

What is worse, according to Abdul Aziz, Barisan Nasional is "undermining or simply could not care less about the constitution."

"BN has demonstrated complete disregard for the rule of law and supremacy of the constitution, either the letter or the spirit of it," he said.

Abdul Aziz contends that the Reid Commission's original intent was to propagate federalism, this he said permeates through the entirety of the constitution with the express delineation of powers to the state and the federal government.

On a micro scale, he added, this framework of federalism included the issue of the petroleum royalties and funding for states.

Umno warlords stumbling block to change

Abdul Aziz believes that the BN government is clearly going against the constitution when it set up the JPP (Federal Development Department) which is ultra vires of the defined rights of the states.

He explained that the state has rights to certain grants and funding the federal government sans such 'intermediaries'.

The use of the Emergency Ordinance to define territorial waters in the Kelantan oil royalty issue, he said, is another example of the BN government's disregard for the law.

"Why not refer to the Petroleum Act or the Law of The Sea?" he asked.

In a similar vein, he also criticised the federal government's 'play acting' in making much ado when giving assistance and aid during natural disasters to opposition held states,

"Why the furore, it is their duty anyway, as described in the constitution," he said.

According to Abdul Aziz, this rot of lawlessness goes right down to BN's core which is Umno.

He is of the opinion that the Umno warlords cannot be reformed and as long as they exists, Umno cannot be reformed.

"They simply don't want to do it," he said.

Greed and racial politics Awang Selamat and Utusan Malaysia

Awang writing in this space titled Malaysia to the republic, last week invited feedback reaction from the DAP vice-chairman, M. Kulasegaran.

He made a police report against Awang claiming defamation writing these overtones, is not responsible for and can trigger racial tension.

Awang does not care. Anyone can do so in the name of democracy.

If he wanted to make 100 even though a police report, no case. Awang not a bit depressed but satisfied because the message is delivered.

As long as the DAP leaders mislead people by making defamatory concept of Malay supremacy supposedly make other people as slaves, Awang will not be silent.

Similarly, the action to question the construction of many mosques DAP. Who actually want to spark racial tension, if not the party. DAP proposal to make English as a second official language, also has a trick to deny the position of Malay as the official language.

Writing in this space last week menyanggah three issues, which can be viewed as part of efforts to re-write the Constitution.

Conclusion Awang and many more before that actions are towards making Malaysia the republic.

What does the party want to splash it appears now that extremism, that can not be allowed at all.

Awang stance since time immemorial is to defend the Constitution and reject extremism, including from among the Malays as group Mujahidin Malaysia (KMM), Al-Arqam and Al-Maunah. Islamic political activist groups that are not extreme quiet criticism from Awang. Extremist movements in whatever form, including political risk is the same with the armed extremists such as the Malayan Communist Party. So what makes us comply with the DAP for their agenda, the consequences far more harm countries.

But when Lim Guan Eng as criminals accused Utusan Malaysia, Awang only smile. What The Star does not follow because the party's aspirations and labeled kinds? What because Utusan is still a shield to defend the interests of Malays and Muslims in the name of the Constitution Utusan want killed, the process is being conducted by the DAP and PKR leaders Datuk Seri Anwar Ibrahim. Ironically, certain media including newspaper native who plays passionate sentiment Rasis according to their racial interests, nor accused criminals. While The Star is only menyanggah statement seditious overtones and excessive DAP leaders - not start - attacked the bitter end.

People who can assess the actual criminals. Guan Eng can deceive some people, especially among Awang but still do not believe him. If Guan Eng wear a clown costume complete though, Awang know trick actually is to our nationhood merungkai basic idea according to Malaysian-Malaysia.

So what to listen to the axis of evil which surely become. Sedarkah Guan Eng that he was also viewed by many as the enemy in the blanket that is moving "betrayal" in this country? Cerminlah themselves.

Federalism, the two party system and political realities of Malaysia

Nov 27 - On 21 November last year I invited the Institute for Policy Studies with YB Datuk Husam Musa and YB Teng Chang Khim in the forum discusses Two Party System and State-Federal Relations. Forum is part of the National Symposium on IKD Pakatan Rakyat and onset of Two Party System in Malaysia.

Capital touching about hypocrisy in the BN State Government and Federal relations, while Teng also propose that the principle of federalism with greater construed in accordance with current developments.

In my speech, I start with writing citing YM Tunku 'Abidin Muhriz: "Regional autonomy was practised for centuries present amongst the constituent states of Malaysia - the only formal federation in Southeast Asia - yet the country is among the most centrally administered in the region .

That is the irony, how the only formal Federation in the region has become increasingly terjerat with the Central Government control. I also reminded the audience how Umno itself against the proposed unitary concept of Britain through the Malayan Union, but suggest the formation of the Federation of Malaya in 1948.

In the history of our country, there is some violation of the principle of federalism episodes, including: the Federal Government intervention to overthrow Sarawak Chief Minister Stephen Kalong Ningkan the 1960s, the Emergency rule in Kelantan in 1977 that allows the Federal Government dropped the PAS, marginalization rights Sabah under PBS in early 1990s and the issue of oil royalty to Terengganu and Kelantan.

Since March 8, 2008, when 5 was the first time state government fell to the opposition we see how the hijacked Perak, Penang and further marginalized the latest issue of oil royalty Kelantan.

As part of the Singapore Government, through our own experience some of the same: People-Centric program jointly organized by the Prime Minister's Department, National Security Council, Department of Social Welfare and the Election Commission; barriers Datuk Noh Omar as Minister of Agriculture officials to all Federal agencies to attend programs in the State Government and Federal Government efforts to thwart Selangor water industry restructuring.

Same theme that underlies the incidents was clear: how the Federal Government led by one party (or coalition parties) rejected cooperation with the State Government led by the opponent and the structured use of the governmental machinery of these states, thus the people of their own!

In fact, since March 8 now see tension between state and center spread also in states such as the appointment of Menteri Besar BN in Perlis and Terengganu.

Clearly, the principle of federalism that underlies the formation of the Federation of Malaya and Malaysia has eroded further, swallowed deck period, revenue Constitutional amendments impact a large majority for the BN this.

Power and financial resources of the State Government extremely limited. Financial strength, the government machinery, security institutions - all under the control of the Federal Government. At the same time, I asserted that the State Governments need to Pakatan Rakyat in creative ways and not only give reasons to overcome this crisis.

Selangor State Government in its efforts mendrafkan Enactment of Freedom of Information for realizing the principles of transparency and accountability. Even so, during which the Chief Minister using his powers under Section 2C Official Secrets Act, the Federal Government tries to find a way menggagalkannya. Hill International in incidents, people must ask: how reports of landslides threaten the safety or affect the strategic interests of the country?

At the same time, efforts Petaling Jaya City Council to establish police assistance (Auxiliary police) to assist the Royal Malaysia Police guard in Petaling Jaya to this day do not get a green light of the Federal Government. Yes, safety is the responsibility of the Federal Government. But as a pro-active measures that have a PBT result of many crimes and handcuffed, MBPJ want to help the often lamented lack of RMP police officer. Airport, Port all have police assistance. Why people are denied the right to Petaling Jaya? In many other countries, is under the police power PBT!

To break this deadlock, we must find some way. Among produce spirit dwiparti (bipartisanship) between BN and PR, as exists in the parties in the BN which is also not satisfied with the bias condition today (can we ask YB Datuk Seri Idris Jusoh!). Availability YM Tengku Razaleigh Hamzah led kaukus claim royalty oil is a good example, and need to be developed further.

We must also start the paradigm shift from the mentality of winner takes all (win or lose all) to the win-win (win-win). If we refer to our Constitution clearly exists between the equilibrium back the State and Federal Government. Proposal YAB Tan Sri Datuk Abdul Khalid Ibrahim Independent Grants Commission established to ensure justice for channeling funds to the State Government should be studied carefully. Imagine, people pay a tax of Selangor RM16 billion to the Federal Government. But the State Government budget cumalah RM1.3 billion. As a member of the Federation, we accept the need to fund the rich is shared selangor other states that require more, but if each state guaranteed a minimum 20 percent tax obtained daripanya, Selangor own allocation of RM3.2 billion will be entitled to!

Some countries succeeded with their federalism model, such as the United States, Canada, Australia and Germany. Even countries that Indonesia is basically unitary republic, the power of the Central Government relaxes post-Reformation to the sleeping giant is now risen back to economic progress, political and social impressive.

Of Fatine and her right to marry

There are many things I’m grateful for in lieu of our Immigration Department, one of which is how fast they can actually prepare a passport in comparison to the other services provided by our government.

However, for an official from that department to simply state that they would take action against a transsexual who is married civilly to a British citizen is irrevocably low, particularly due to the hypocrisy.

Allow me to ask, just how many students who overstayed overseas have been charged by the Immigration Department for overstaying perhaps a year or more in the UK?

And just how hyped up were their cases?

Or is it merely the fact that she’s actually a he that sensationalises this story, thus having your department state that she ‘may face action’ if he violated laws here.

Let’s be frank. Perhaps I’m biased because I’m part of the same community. However, why is that we live in a nation that can’t mind it’s own business as individuals with the liberty to do what they wish without causing harm to others?

The only reason that dishrag of a Malay tabloid called Kosmo published this story is due to sensationalism and the fact that Malaysians in general have not yet accepted the fact that there are among themselves members of society who are sexually inclined towards the same sex, have the personality of the opposite sex in juxtaposed to their physical gender or even those who can’t even stand the idea of sex.

This is just being human, and until Malaysian society in general accepts this fact, we won’t see an end to these issue becoming sensational simply because it’s taboo.

So, in Fatine’s case, and for the sake of her safety, I hope that the English government grants her safe haven in the UK because Malaysian society does not accept her. In fact, her actions are punishable by a biased and hypocritical Malaysian religious law establishment which will include a jail sentence and rehab due to the fact that her actions are deemed ‘unnatural’.

Furthermore, her family has disowned her.

And to Fatine, congratulations on your wedding. Well wishes from the LGBT community of Malaysia. The more pious of us will be praying for your happy future. The lesser wishes you all the best, with hopes that you will finally have all your dreams come true.

And if you ever decide to come back for a visit, do it through Brisbane, then Thailand before arriving here. Seems to have worked for RPK to get out of the country (Berita Harian), so perhaps you could take a page from that book.

Rahim Noor urged the government to respect the Haadyai Treaty

Below is the news from Malaysiakini. The former police chief, Rahim Noor urged the government to be fair to the former Secretary General of Malayan Communist Party (MCP), Chin Peng and let him return back to the country.

Recently, Muhyiddin Yassin (the most stupid Deputy Prime Minister that Malaysian had) said that Malaysian government will never let Chin Peng to return back to Malaysia.

Muhyiddin don’t even understand a simple treaty that been made by Mahathir’s government with the MCP in 1989. It’s good that Rahim Noor voice out to remind the government.

Muhyiddin Yassin Defended Biro Tata Negara (BTN) = 1Malaysia, So It = Najib's Slogan?

Finally we have the truth and the real meaning of Najib's "1Malaysia". We read the news report that Muhyiddin Yassin defended the controversial Biro Tata Negara (BTN) courses today as a form of nationalism in line with the 1 Malaysia concept despite growing criticisms of racism and political indoctrination.

One question though, why start the rhetoric of "1Malaysia" when all these years the BTN courses are already a form of nationalism in line with the 1 Malaysia concept, as what the DPM claimed. Shouldn't it be functioning already in bringing the people of all races forging a common Malaysian consciousness and identity, transcending their ethnic, religious, cultural and linguistic differences.

But, Najib does not think so, that is the reason why he came out with the slogan of "1Malaysia". He saw that after 52 years, the nation building is a total failure and getting even worst. This is what I think about Najib and his "1Malaysia" slogan unless he is just creating a superficial connotation of public welfare while trying to fish for votes.

We have to wait for Najib's response to the real intention of the BTN courses. Does he agree with what his DPM claimed, if he does, then we are in big trouble because the breaking news from those who had attended these BTN courses totally disagreed with what the DPM claimed it to be and that is "a form of nationalism in line with the 1 Malaysia concept".

While we wait to hear what the PM has to say, please read from those who had attended these BTN courses have to say.

‘BTN taught me the Chinese are the Jews of Asia’
In the hall, students were asked to turn off their mobile phones.

During the lectures, questions were planted among the audience and the students were advised not ask raise any questions.

One speaker began with the history of Malaysia and how much the country had gone through, always emphasising the May 13 riots.

He stressed the point of how much the Malays had sacrificed and how the community should be united especially from outside threat — the Chinese community.

He said that the Chinese community were “the Jews of Asia” and were just itching to take over when Malays were disunited and broken.

The speaker also revealed a greater Chinese conspiracy where the Chinese Malaysians were working together with Singapore to topple the Malay government.

Former PKR man tells why Azmin is special to Anwar

PETALING JAYA: Datuk Seri Anwar Ibrahim is afraid that the truth about PKR vice-president Azmin Ali’s wealth will be revealed, former Selangor PKR state secretary Mohd Nazmi Rosli charged.

“That is why Anwar does not want Azmin to be upset and treats him so well.

It is very obvious that Anwar is desperate and attacking the Prime Minister to divert attention to protect the secrets of Azmin as well as from his own sodomy case,” Nazmi said when contacted yesterday.

He said that invoices and receipts allegedly issued to Azmin and his wife Shamsidar Taharin for sizeable purchases of shares and furniture between 1992 and 1998 had been published on some blogs.

2. Copy of the document was in 1992. When this Anwar was Finance Minister and DPM to climb stairs. While the Finance Minister Anwar is also Chairman of J / K Cabinet Government Management Integrity sekretariatnya is the Anti-Corruption Agency (ACA). What is the moral leader Anwar as officers while Azmin, Secretary Sulitnya able to buy shares worth almost half a million RM.

3. Azmin when it is still new in the government service and salary when such young officers is less than RM2200. As civil servants, Azmin also required to declare the property dimiliknya. Does he do so? If he do so, whether the ownership of shares worth millions of RM was declared? (It is understood there will be more ownership of the other shares worth more than this).

4. According to ODA resources, corruption and misconduct Azmin related abuse of power had complained to them. But this is not where complaints. What ANWAR intervention to prevent the investigation of Azmin? What this case is? We do not know, Anwar and Azmin appear to explain the situation!

5. According to the Informer, have more ownership of shares in the name of Shamsidar jyang worth millions of Rs. Tactics is this? What is a proxy or benefits? And according to another source, he willing to provide copies of documents intended to Blogmaster after this. Sure 'acting' Anwar and Azmin denied increasingly attractive. Together we are expecting the next copy of the document ... ********** X-PKR

Nazmi said the documents, available at www.gerakan-and anti-pkr.blogspot.com www.medan-info-kita.blogspot.com, showed that the documents were issued during that period.

Azmin was the private secretary to Anwar when he was Finance Minister and Deputy Prime Minister during that period.

Nazmi said the public would want to know how Azmin could spend so much money although he was not even aged 30 at that time, and earning a salary of about RM2, 000.

"When Anwar and Azmin speak at seminars, they condemn the Barisan Nasional leaders of corruption. Just because they are in the opposition they get away with it.

"I'm sure the public would also be interested to hear from the Opposition about Azmin," Nazmi said, adding that Anwar and his wife, PKR president Datin Seri Dr Wan Azizah Ismail, knew everything about the issue.

More answers from Minister in PM Department on Corruption

Written Answers YB Dato 'Seri Mohamed Nazri bin Abdul Aziz, Minister in the Prime Minister during the 2010 Budget debate rolls on the policy level 9 November 2009

Mr. Speaker of the

Regarding the fact that YB Ipoh Timur no political will (with permission) which was shown by the Prime Minister in the fight against corruption and the formation of SPRM and other reforms to fight corruption are ineffective, the actual statement on the matter YB is not altogether unfounded. In fact the record speaks for itself (with permission) has shown that the SPRM and committed and earnest in addressing corruption. This is evident through the statistics of arrests and charges members of political parties and senior government officials present moment I have just now.

Did the Government readiness leadership the Prime Minister to introduce the Whistle Blower Protection Act (with permission) to encourage the informant to come forward to expose the crime of corruption is an example of political will (with permission). Not just only that, the government also will add 14 units and 4 two Sessions Court High Court to expedite the process of hearing a case against 4 existing fruit Sessions Court.

In addition, when the country faced economic environment in which almost all the additional staffing in the various agencies frozen, the Government has allocated more than RM22 million to enable SPRM add a total of almost 600 officers in 2010. Extension is more than 32% of existing membership officer commission. This move proves the government's commitment in fighting corruption crimes with more aggressive again. I do not understand what the political will is desired by YB Ipoh Timur.

Other initiatives in the fight against corruption, especially that formed through NKRA will be announced by the Prime Minister soon. Therefore, the fact that YB Ipoh Timur said that efforts are not effective fight against corruption is not accurate memandanfkan initiatives are still not implemented again. YB Ipoh Timur Please be patient and make comments after building initiatives are implemented.

Written Answers YB Dato 'Seri Mohamed Nazri bin Abdul Aziz, Minister in the Prime Minister during the 2010 budget debate rolls on 9 level policy Novembner 2009

Mr. Speaker Sir,

YB Ipoh Timur want to know the number of reports made against officers over allegations SPRM use of force during interrogation. For information YB, based on records from 2005 to 30 September 2009 a total of 58 reports have been made to the police throughout the country regarding alleged use of force by officers of the ACA / SPRM on the investigation. However, so far no records of officer menumjukkan ACA / SPRM never charged in court or faced disciplinary action following the investigation conducted.

Information for Hon, there is a tendency when someone is arrested or investigated by the SPRM make a police report that they abused and forced to make confession to SPRM released on bail after SPRM. Their action is intended to prevent recognition they become evidence in court later. It may also be intended to gain sympathy and give the impression that enforcement agencies SPRM is cruel. SPRM and I urge the police to take stern action, including claims that they intentionally mebuat false reports regarding the use of force by SPRM act because they are actually malicious solely to pollute SPRM image and credibility as a commission that is responsible and professional.

WHY MALAYSIALACKS INNOVATION HOTSPORTS

World Bank expert on development issues Dr Shahid Yusof Malaysia is reported to have informed our NEAC that Malaysia lacks innovation hotspots to propel the development of homegrown technology.

What are "innovation hotspots"?

Dr Shahid, who is also World Bank economic adviser, defined innovation hotspots as urban areas that are a rich source of technological findings and has the entrepreneurship to convert some of these findings into commercial innovations. This is important to note.

Artificial innovation hotspots won't work

He made the disturbing and devastating observation that despite huge investments over the years to create such centres like Cyberjaya and Iskandar Malaysia, Malaysia has yet to produce these innovation hotspots. This is a clear indictment of the wrongheaded strategy pursued all along. The Malaysian government has been building, building and building hardware. There has been an utter disregard for the "software". Our education standards has declined appallingly.

So, can such an innovation hotspot be created? The short answer is “yes”, Dr Shahid said, but - and, please note this Najib and Idris Jala - it would probably take five to 10 years to achieve.

It would also require 3 things:

* strong political commitment from the Government,

* raising the quality of education and

* a generous research funding policy.

FDIs don't engender innovation

“Foreign direct investment can help, but thus far spillovers have been weak,’’ the good Doctor said. This is an indictment of MITI and MIDA. I've read their charter about technology transfers for years. Yet, there's nothing to show in the form of budgrafting any technological prowess to Malaysians.

What it takes to create innovation hotspots

A key ingredient to develop hotspots is to have centres of basic and applied research that generate surplus ideas and entrepreneurial talents to commercialise them.

Above and, absolutely beyond everything else is the quality of Malaysian education.

There's really nothing more important than education. Without education there is no thinking mind, no inquisitive mind.

But, education must encourage a culture of questioning, a spirit of inquisitiveness.

My concern is that our nervous Malaysian government is not confident enough and intelligent enough to open the Pandora's Box of academic freedom in local universities that will push young Malaysian minds towards an innovative mindset.

Without local unversities being permitted to push the envelope in all respects, not just in science, and technology but equally so in sociology, economics, socio-economics and political science - for, all these fields are interconnected - there will be no light at the end of the tunnel.

That is why I place some hope with what Idris Jala and his team are trying to do. And, I fervently hope that I'm not wrong to place some faith in them.

They have to review the University and University Colleges Act 1971 which has probably snuffed out 2 generations of potential. Is there a political will for this?

Elected representatives, politicians prohibited anggotai Bar Council

PUTRAJAYA 17 November - Counsel to be representative of the people or have positions in political parties prohibited sits the Bar Council to ensure that the body is free from political influence.

He is also applied to that section declared invalid and void, however, failed in its efforts in the High Court and Court of Appeal.

This led her to the final stage of appeal in the Federal Court.

In this country, all attorneys are members of Malaysian Bar, but they need to compete to become members of the Bar Council.

Justice Sri Ram while reciting judgments thick 35 pages of state, Section 46A (1) the act is valid and applies to lawyers who become elected representatives, to hold office in political parties or both.

Section''was enacted to prevent the Bar Council is a statutory body to the Malaysian Bar is influenced by political elements.

Professional bodies''that must be administered among those who do not have a hidden interest because feared could create a perception that it is inclined to political interests,''he said.

Justice Sri Ram also asserted that the advocate and solicitor is a member of the Bar Council must act in good faith to ensure that it continues to guarantee freedom of the body.

He further believes that the rights of the appellant is still preserved by the constitution because he was not deprived of the rights of a member of the Malaysian Bar.

In fact, he said, that section does not prohibit the appellant or any member of the Malaysian Bar to attend and to submit opinions on the general meeting of the Bar Council.

Sivarasa represented by a lawyer Tommy Thomas and the Malaysian Bar as the first respondent was represented by Datuk Bastian Pius Vendargon.

Senior Federal Counsel, See Mee Chun representing the Government of Malaysia is named as second respondent.

Kota Siputeh: 'Umno sure to win court appeal'

BN to accept court decision but will appeal

Tan Teng Wah: BN simply has to accept the court's decision. Is there any need for the PM to state the obvious? To appeal is, of course, their right. But the worrying part is the extreme likelihood of the judicial process being wrecked/hijacked like what happened following BN's seizure of power in Perak. Keep your figures crossed.

Selian: This is just play-acting, like what was done in Perak. First, the court will say this and then upon appeal, they will overrule the previous decision. Mark my words, the next decision will be for BN.

Louis: He, the PM, knows he's a sure winner when the case goes to the higher courts. Looks like the lower court judges are more well-versed in the law. Just look at what happened to ousted Perak Menteri Besar Mohd Nizar Jamaludin's case.

Chankweechye: To appeal against any court decision means you do not agree with or accept the findings of that court. Period. Don't give us idiotic explanations.

Paul Warren: 'If we can appeal, we will appeal' But isn't this a case against the Election Commission? What is BN responding for? Or for that matter, why is the prime minister responding? Isn't the EC supposed to be independent?

Perak Boleh: Why is Prime Minister Najib Abdul Razak suddenly so civil? If you, Najib, are dead serious on respecting the court's decision, please instruct the good-for-nothing Abu Hasan and the EC not to appeal, and have another by-election.

On the matter of brain drain, there's no big surprise there - with Umno still practicing cronyism and racial polarisation policies, why should foreign talent come to Malaysia and why should local talent stay?

Badrul, the 'missing' Klang rep reappears

Rayfire: The nerve of this guy to turn up after so long to pose questions to try and please his new boss. Badrul, you are a disgrace to the Port Klang constituency. You didn't win because of who you are, but which party you belonged to.

That is the truth. If you dare, relinquish the post and stand again as independent. I'm sick of these 'frogs'.

Roti John: At last, the 'frogman' has appeared after been missing for so long and now he's trying to show off how diligent he is.'I think he made his appearance today because he might be afraid that what happened to the Kota Siputeh representative may befall him as well. Rest assured, this is his first and last term.

Katak Enforcer: Finally, the 'katak' has manifested itself after all the pretense and acting. If you were to look at his appearance, you'd notice 'sin' written on his face and this sin will eventually eat him up for sure. To the people of PKR, be patient and let nature take its course for him and the three infamous 'frogs' from Perak.

Female genital mutilation: 'Don't touch the children'

Disgusted: I didn't think it would be practiced in this country. The Koran, Bible and Torah all say that God only made a covenant with Abraham to have male offspring circumcised. So where did female circumcision come from?

It is only practiced in some African countries which later adopted Islam as a religion. Perhaps some Muslims thought it is more Islamic to adopt this practice.

They have warped minds in thinking that this practice takes away a part of the female body which allegedly enhances her sexuality and encourage promiscuity. Looks like we are heading into a dark age come 2020.

Dr Mohamad Nasrin: In Islam, female circumcision is not obligatory. Even when practised in Malay society, it is not done as it is done in Sudan, etc. Over here, it is only a small cut.

If this is what the writer thinks about female circumcision, I dread to think what he would write in regards to male circumcision. I think the writer could have employed much more tactful language and a softer tone when addressing this issue for it touches on the Malay understanding of Islam.

Concern Citizen: You're right. No one should be allowed to touch a female's private parts without her consent. The Almighty God knows better - he created every living thing in the world and his creations have no flaws. So why try to 'rectify' God's creations? Who are we to act against the natural?

Rights Policy and Cultural Politics We

Politic is a phenomenon that exists in the social context, and move in the social arena. And in the arena of public performance and integrity is a political figure will be valued by society at large.

A value that depends on political leaders over its ability to perform his duties with the trust, impartiality and sincerity. And when the occurrence of irregularities in the implementation of tasks that, then we - society - have the right to criticize political personality and character is. Our-community - have the power to determine the future political figures who are appointed by us, and not vice versa.

However, the political arena also has a limit-limit, and political boundaries that stopped when he met with the personal space of a citizen. We must remember that political figures who are elected by our citizens as well, and they also have the same right with us; including their own personal rights.

With a sense of sorrow we have received news that has happened another political scandal in the Philippines, where living a political figure has been violated and made material culture material for political hypocrisy and the tabloids so popular nowadays.

Case Adun Selangor Elizabeth Wong has become cheaper materials for those interested in popular culture gossip disgusting, and demeaning cultural and political institutions in this country. Chua Soi Lek as the case not long ago, so the trial has become a cultural norm in the political arena is increasingly critical Malaysia.

My question is: Do we, the Malaysian society, bored with the campaigns obscene way in which the good name and image of political figures made gossip material solely for championing the political culture that is hypocrisy, dirty and disgusting?

In the case of Elizabeth Wong, a human rights activist who has proven his commitment to the struggle for democracy and human rights have become victims in a political percaturan so dirty and we - Malaysian society - must provide and demonstrate our support to him at this time.

We must remember that every Malaysian citizen has equal rights, the right to protect the good name, honor and image of us - good for totok important political, or poor papa sang kedana. Comments from critics that Revealing the moral question that should be exposed at once: This is all just political theater sheer hypocrisy.

In elections in March 2008, Malaysian society have expressed their desire to create a new political culture, which reflects the new Malaysian society. Dreams and our aim is to produce a political system that is free from feudal culture, Rasis, prejudice and hypocrisy.
We were tired of the hackneyed arguments that reveal the political conservative moral issues, but not a direct concern to human rights and social injustice in Malaysia we are.

At this time, Elizabeth Wong faces a severe test of course is a bitter episode for him. It is clear that every man will face trial like this in the course of their lives.

We hope at this time, Elizabeth will be met with resistance and this resistance with the spirit of the plucky and brave. I am confident that he will succeed, and after this he will be more respected by my friends who believe that in this case, he was the victim of a conspiracy.

So do not despair, Elizabeth, and do not reverse themselves. Struggle to create a Malaysian nation a fair and equitable new start. Way forward is still far, and friends will not forget thee you.

Graft is most serious problem country faces, new poll shows

Corruption and abuse of power is the most important problem which needs to be solved, a new survey of voters in the country released today showed.

The survey by the independent Merdeka Center also showed a whopping 74 per cent of those polled were dissatisfied with the government’s handling of corruption and abuse of power issues.

Merdeka Center conducted the poll, commissioned by the Centre for Independent Journalism (CIJ), between Sept 16 and Oct 12 this year, and has a margin of error of 2.78 per cent.

The poll was conducted before the Malaysian Anti-Corruption Commission (MACC) charged a number of minor political figures and officials for corruption and abuse of power.

Among those polled, 52 per cent felt the country was headed in the right direction, while 47 per cent were of the opinion that Malaysia was headed in the wrong direction.

The economic recovery was cited as the main reason by those who felt the country was headed in the right direction.

For those who felt the country was going in the wrong direction, political instability and graft were listed as the top reasons.

A total of 13 per cent polled felt corruption and abuse of power was the most serious problem that needed addressing, followed by social problems at 12 per cent. Just 10 per cent thought crime and public safety was the country’s most pressing issue.

While 74 per cent were dissatisfied with the government’s handling of graft, a total of 67 per cent were also unhappy with how the administration dealt with social problems.

Among those surveyed, a very high 66 per cent were also dissatisfied with how crime and public safety were being addressed.

Unsurprisingly, 81 per cent of respondents felt corruption was a serious problem.

Notably, the kind of graft listed as most serious was petty corruption, with 42 per cent viewing it as “very serious.”

This was followed by nepotism (41 per cent), fraud (37 per cent), corruption among politicians (34 per cent), grand corruption (30 per cent) and administrative corruption (24 per cent).

An example of petty corruption faced by the public was given by a 24-year-old female in Kuala Lumpur who told of her experience when stopped by the police for a traffic offence.

“He asked how I wanted to settle it. Should it be ‘inside court’ or ‘outside court’,” she told the Merdeka Center.

The MACC was also perceived to be bias while one respondent pointed out that pinning an “Anti Rasuah” badge on the uniforms was ineffective.

Notably, one respondent pointed out that the Selangor Select Committee on Competency, Accountability and Transparency (Selcat) was “good because people now get to know what has happened in the past.”

On media reporting of corruption, 58 per cent could not name an incident of corruption that was widely reported in the media.

Of the 42 per cent who could, some 42 per cent cited the Port Klang Free Zone (PKFZ) scandal.

This was followed by corruption among politicians (12 per cent), allegations about former Selangor Mentri Besar Datuk Khir Toyo (eight per cent), Teoh Beng Hock/MACC (seven per cent) and money politics in Umno (six per cent).
Coincidence, since yesterday I have set foot in Port Dickson - where the courts become the latest battle of two political parties we Malay Muslims. Together with some friends, I will implement programs for energy Mukmin Professional thinkers who came from various universities, public and various organizations that background behind the political or business.

Town in Port Dickson this time, we as "guests" who celebrated with various color flag - and will only be blue, green and red dominate. Yes, this is a democracy that creates color (internal and external) when the season arrived choosing leaders. Something like that ... I always thought expressed concern View room, has long been a political Islamic Malay ... what we have done? What we have with political wisdom and HI?

When I saw the website and blog in particular, discuss specific problems in the city last winter spectacular beaches, this beautiful ... sad as the political face of Malay is still bad. Situation and recent developments, if not dealt with the preparation and knowledge of education and quantity will decline despite continued Malay kesenjangan prolonged. Suit will continue to win, the win will continue to bark.

Believe me, this is only a political tool, not a destination. Power is the only way, is not the goal. Because I am convinced there is a "third stream" in Malay political current. Those who can reconcile, reconciliation, advise and alert, so that disputes among Muslims do not exceed the limits of Faith, Shariah and Islamic morals. Political, their confidence in fighting ... but in the framework of "one race" to get the pleasure of Allah with true sincerity to the people.

Then, after the Morning Prayer, in the tense look cold wind blows by the beach ... when "those political" as well as any issues they raise their hands when they pray to Allah, not only find the victory, but also find peace, mercy and guidance for the nation as a whole. If they do not know, ask your prayers so that people know this more quickly. If they are confused, ask people to use this. This Ibrah When Allah when thrown stones at Taif. What we have patience like Prophet SAW that offer assistance when the angels to destroy the enemy ... and still hope that further generations will believe?

Companions who fought, both within and da'wah Lineage Siasah ... let us continue to pray and work for all the anxiety in the chest lift this nation. "Earthquake hearts" that swept this must be received before God teaches us with "Earthquake" or any mehnah sure we will be more pain. Find a spiritual master, God will remind us to "test" to remind small, but if we continue to default ... He will remind us with testing and greater penalties. Members say the motivation is, "God we start throwing stones small ... but if we do not change God we start throwing bricks."!

Yes, I will study vector here. Vulkanik courts to try dicurah jugful with water. I will continue to be told in the spirit of small birds (in the story of Abraham - as told by Ustaz Zambri "quantity" in a TV program for children) who pours water to extinguish a large fire lit Namrud to burn Abraham.

When doing a small bird be ridiculed by other large birds (which may be caused by the drop of water can extinguish a large fire), Bird said with confidence:

"He will not ask me what work will remove a large fire or not, but I fear God will ask me what I need to put out this fire?"

Ah, mentari start smiling. Crowing chickens start downloading. Is increasingly clear. Let me move ... I pray, O friends. Perhaps the "small" I carry this with great spirit. For mu I leave at a glance: muhasabah in Port Dickson: WHAT OUR POLITICAL IBADAH so?

Let us bermuhasabah, the extent of political affairs and work with us so adore to see under these conditions:
1. Start with good faith.
Prior to our efforts in politics, try to ask what the purpose of your heart to our efforts in this area? Ensure that early, our intention is good faith. Belief that good? Many good faith, for example ... to defend the fate of nations, ups countries, helping communities and others. This is good faith. However, keep in mind that the intention is 'better' than faith-the faith. As a Muslim we make something suitable for the purpose of 'God'.

This is because Islam teaches us that all matters involving the relationship between man, God must be used as a binder in the relationship. Because it is better if the 'binding' intention to defend the people, nation and country based on 'God'. Tell yourself, "I want to defend relation, and RA masyarakatku God commanded me to do." In this way our political task will be bound by the primary mission that God created man to worship Him. He said:
"Can I make the jinn and mankind except to worship to Me."

Intention 'God' and it will be a controller, monitor and encouragement to our place and genuine, transparent and sincere in the political cauldron that is often described as 'dirty' it. Instead, the intention is only to defend the nation, country and others are not strong enough to ensure that we are not tempted and slips in the political world of course full of challenges and temptations, which supports good or stressed. How many 'fighter' racist killing Pd hotel? How many 'supporters' society nightmares when respected?

However, if we do and strive for a strong policy that 'God', then God will always be in our hearts to ensure that we remain on the right track at all times and situations. Remember, the projections (end) of which is often determined by muqaddimahnya (early). Because of this, all started with the intention, if good faith, it is also possible pengakirannya good. But if the only intention to get early rewards, and praise your name, then just cancel our intention to enter politics. We will not be a good politician if drops are not good-faith tolakkan.

2. Diceburi field (political) allowed by the sharia.
PDS Siasah political or areas that are not only legitimate but is preferred in Islam. Term political means, "art and Sciene government '. Or' Siasah 'in Arabic is derived from the word policy means,' to lead, guide, to do, you live. If viewed through a political dimension, so the field is closely related to the role people on earth who seebagai Caliph of Allah. He said:
"We created man as the inheritors of the earth."

In this context political views In fact leadership is trust God to every human being. Allah, which means each of us is a shepherd (leader) and each leader will be asked about his leadership. Things are very important in the teachings of Islam until the device is or how to enforce Ubudiyah to God. Because of this, politicians should realize that they are involved in the ring field is so big and wide to get redha God.

3. Practices to do with the political right.
Good faith will not only ensure we become a good politician. The next step is implementing the true intentions. Applying 'true' here means that according to the sharia (rule of Allah). Which means, we should always choose the way in implementing the political affairs valid. Islam does not practice political Machevelli policy - goals justify the means. Speaking, good faith must be implemented well. Because of this, we can not be involved with things illegal, wrong and sin in implementing political Ambisi.

Implementation will always follow the political boundaries of sharia and other regulations in accordance with the requirements of God. Political process should always be guided by the limits of five - halal, haram, should, and organized disagreement. Compliance with the law of Allah this will automatically cause the party and state regulations also observed. Money politics, for example, not only contrary to party rules and ethical, but legal in the eyes of God.

Likewise, action memaki, insulting and defamatory political enemies do not even qualify for any reason. Key is to provide information and explanation about the purpose or what we would expect Perjuangkan. Can be criticized, even another fiscal blame but should the limits and character of Islamic jurisprudence. Good friends such as separti or opposition, we must manage themselves so as not owned by characteristics such as Mazmumah Hasad envy, resentment, anger, greed and others. To get the position or position not one, but by working hard dapatkanlah not with how to, or threaten menyogok. Remember always, promoted not only the purpose but tools in the struggle.

4. Berpolitiklah the most optimal (best).
To become a good politician, we need to execute tasks in the political best (optimum). The objective here is the optimum with our political skills, knowledge and work ethic is high. We need to deepening knowledge of the management, administration and communications. Kuasailah thinking skills sharp and fast. Berlatihlah how to speak and speak effectively, so that messages can be understood by the political community. Many reading, socializing and listening to people through channels that can improve the quality of leadership and management. A good politician, of course, have knowledge about religion, psychology, economics, education, social and other areas in accordance with the appropriate level or with our position in society and in the party.

Not enough, we must have the 'expertise' in the field of human relations. The ability to become a good listener, empathy and sensitive to what is stated or what is not disclosed. This is a keharusan to encourage our political career. We must Onizuka in time management and efficiency have time to organize and divide efficiently and effectively. Managing yourself, family, community, parties should be arranged fairly so that each action set by the level of priority. Have not missed anything important or marginalized.

Bergepanglah to political work ethic. Always put people and nations struggle against self-interest. Trying to view history 'members' political success, especially ur Caliph Khulafaur Caliphs (Sayidina Abu Bakr, Umar, Usman and Ali RA) must hold them all at the end of life is ethical. If destined to become representatives of the people, duduklah with people, listen to their conscience. Do not representative of the people who rarely 'with' people. Patience, sacrifice, kepedulian, empathy, the Pardoner, wheeling is a must have feature if you want to be a good politician.

5. Does not leave matters in the Islamic basis.
Matters of basic principles of faith in Islam is a six and five Islamic teachings. This is a pre-condition for all actions Muslims to worship as votes. If these basic things ignored, all the good that we do not wake up earlier will be evaluated as well. Imagine, how we can be considered as good if we ignore the fate of even our own mother was dedicated to all people? But it does not set the basic things in Islam, so is 'bad' although segunung benefit to mankind.

Prayer, for example, can not be ignored even sesibok where our political affairs. Not meet the time led prayer apostasy. If we have enough property, then Hajj without reason lengahkannya Equip-BZ should rest dedicated to the public. We must remember, this is a worship-worship that will provide basic mental strength, emotional emptiness and peace of mind for us to do political business with more affective, more productive and creative. Remember, those who manage the relationship with God, then God will take care of relationships with men.

6. A good projection.
How our attitude at the end of the success or failure at the end of a political career? If we are destined for success, and grateful to success is. Proof of gratitude is the grace we feel that success comes from God not because of our wisdom. Deny all the benefits, efforts and energy that we feel before God with all of that does not give effect without help from him.

Then, thanks in your heart that continues to produce further action in accordance with the purpose of God is the award. Considering the rank, the signs of God 'direction' we devote to the people. But fear, not proud. Never is limited owing to the tongue, but empty in the liver and zero in the action.

Conversely, if failed, patience ... He realities we want to solve a political career. Not genuine wrought iron hot by quality? So, do not despair. Tempohlah again, soalnya not low quality, but where we fall where we jump back. Fact is not only a sunnahtullah in life, but also acid salts in the political world. Make sure we are not discouraged or jaded. Every time we fall!

Six steps will be easy to follow if diperteguhkan faith. A person will choose a collection action in accordance with the faith and reject any otherwise. These are values that form the system. This value system will form the attitude of Islamic politicians not only in attitudes but also cakapnya corner. Beautiful, the program 'to' if successfully implemented will highlight the impact on themselves, society and voters. Appreciation as a political religion, will reinforce the strength and unity in the party without having to play lakonkan-or-dilobi lobby again.

So how to make the political spotlight as religious. These measures are not merinci things we can think about themselves. Gross-line provided by the book is too general for political change in a more scientific evidence. But it seems enough to stimulate and open the mind to create a political as a religious!
