Pakatan Rakyat pledge sweeping economic reforms for Malaysia

Pakatan Rakyat has pledged to bring sweeping economic reforms to the country by decentralising economic management of the country’s 13 states.

This was among one of the key points to be presented in the Pakatan Rakyat common policy platform which will be unveiled at the coalition’s inaugural annual national convention on Saturday (December 19, 2009).

Offering a peep into the document, which has been kept tightly under wraps, drafting committee coordinator Saifuddin Nasution (left) said the coalition aims to empower the states to handle their own economy.

” The current framework provides for everything to be planned by the federal government and imposed on the state. We prefer to engage the states,” said Saifuddin when contacted.

This policy is likely to appeal to resource-rich but economically backward states, who can reap greater benefits of having more autonomy.

True Spirit of Federalism

Saifuddin points out that currently, the federal government does not extend full cooperation with four Pakatan-controlled states. “We can feel that the spirit of Federalism is not being honoured. The very reason why we included it as one of the points in the common policy platform,” he added.

At a macro level, the Penang and Selangor governments have both complained that the Budget 2010 allocations saw the two states being allocated only a tiny fraction of tax revenues collected in the states.

The impoverished Kelantan is still trying to compel the federal government into honouring a 1974 agreement to pay oil royalties to the state government.

At the lower level, some UMNO Cabinet ministers have also urged government agencies not to attend state-government functions, activities or meetings as in the case of Agriculture and Agro-based Industry Minister Mohd Noh Omar.

Three equal partners?

Meanwhile, Saifuddin said the common policy platform would state the coalition’s position on upholding democracy, spurring the economy, social justice, human justice, needs-based affirmative action and foreign policy.

He said the Pakatan supreme council had endorsed the common policy platform yesterday and promised that the document would be a highly comprehensive alternative to current government policies.

“I’m just doing some a bit of final editing and we will be sending it to the printers today,” he said.

The document will be distributed to 1,500 delegates – 500 from each of the three parties – during the convention that will take place at the Shah Alam City Council auditorium.

Unlike other political parties which revolve around one central figure, all top leaders from the three component parties would be addressing the gathering.

PKR de facto leader Anwar Ibrahim (above) is scheduled to deliver the first speech, followed by DAP secretary-general Lim Guan Eng and PAS president Abdul Hadi Awang respectively. The order of speakers also reflects the descending order of seats held by the three parties.

A total of 15 delegates – five from each party – are scheduled to debate the common policy platform before the winding up speeches by the three leaders.

New Muafakat or 1Malaysia ; Where an option Heart

Biggest success was a combination of opposition in this decade is when the three parties can sit opposite ideological assembly to achieve a consensus to form a joint policy platform.

Thus was born the policy with Pakatan Rakyat on the first convention in Shah Alam, Selangor on Saturday.

Although this should not be something historic, it is very important in the context of Malaysia are still bergelumang with political and religious people.

Let alone when the site is not affiliated comprising SETAN, Parti Keadilan Rakyat and the People's Action Party seems to lose direction since a year ago because the affected internal and external problems.

Barisan Nasional is the controlling central government and the majority of the state government did not give up the chance to find mistakes and errors Alliance through the mass media owned. But at the same time, among the Alliance has created its own internal problems as well as themselves.

With this compromise and understanding that now exists with a platform for the alliance to make preparations to face the general election will come. The first step has been completed.

However, the extent of Pakatan Rakyat will bear terdaya and menjinjing joint policy for coming years this? Are all the problems have been completed or will continue to sound after the carved house completed?

The second step is the People's Alliance for follow-up action. This includes re-refine the policies agreed with it to explain more in detail the things that they want Perjuangkan.

It should not be something difficult for Pakatan Rakyat not bring radical changes. Thought leaders combined opposition is not much different from the conservative majority of the people.

Top awareness is also, along with Alliance policies early have expressed effort to defend the Federal Constitution set forth therein Islam as a religion of the Federation. It also pledged to maintain the special position of the Bumiputera in Article 153 of malay and dignity in Article 152.

Alliance is hoping that the Malays and Muslims do not fear to make changes by selecting a combination of PAS, PKR and DAP as an alternative to Umno and Barisan Nasional.

It is not wrong if said message platform is to continue with most of the Barisan Nasional, especially in policy development issues and progress is seen as the country was well received by people WITHOUT bringing with corruption, malpractices and abuse of power.

Perhaps among the alliance leaders and supporters are not comfortable with this equation, but if viewed policies fundamentally, the proposal is not much that can be considered radical in question unless the rights and freedoms.

Since more than 30 years ago, all these rights have been eroded one by one under the Barisan administration increasingly distant from the people who should treat them.

This is where the strength of Pakatan Rakyat is located. However, there must be efforts to communicate their desire alternatives to the people following the mass media dominance by Umno and Barisan.

It's no use talking matters of justice, freedom, democracy and equal opportunity if not efficient in managing its implementation. Perception of people is very important alliance. If people continue to get information about the Alliance of Umno and the BN-owned media, is difficult to fight the current although the facts and the truth has been turned around.

Malaysia will witness a clash between the policy with the Alliance called Muafakat For Malaysia and Indonesia owned by the Barisan AGENDA 1. For people, this will provide an opportunity to assess where the glass, which intan. Which is more important particulars in the policy that will be implemented.

There may be between us who want to know further, for example in matters of education, whether the system of admission to public colleges and universities and providing scholarships will be implemented fairly regardless of race and religion.

There are also between the public service we expect that a more equal basis with open entry qualifications regardless of race and religion. This can increase the efficiency of public service itself had been handcuffed by the giant bureaucracy. In fact they are among the public service also expects the promotion based on qualifications and meritocracy without political interference.

Some people want to know whether changes occur in the home purchase quotas, taxes and charges imposed and the various issues that will affect the pocket and family finances.

As long as efforts are based on the Constitution, no one should fear and worry about the possibility of "terhakisnya" the rights of any party. No one lost - unless they live a normal cable political cronies and has a long - if India becomes a country that practices democracy and the justice system, efficient, transparent and free from corruption and embezzlement.

If the Alliance is committed to what dijanjikannya, not impossible that people can enjoy freedom be desired - where the independent media, judicial justice and strict, and several police corruption and abuse prevention and bold free. Teguhnya all this institution will produce an ideal environment for the business and investment and employment opportunities will bercambah.

AGENDA 1 Malaysia also has the same ambitions for an ideal society in the developed countries. However, Alliance has a little advantage because unlike Umno and Barisan, they do not get stuck in the midst of corruption, malpractices and abuse of power widely.

Therefore, the four state administered Alliance now have to struggle more to show the best possible example. It's a big difference between the state and Central government administration but there is no harm to highlight one race more fair, responsible, transparent and fair.

Perhaps the most critical challenges for the Alliance is addressing racial and religious issues. Since before independence again, this problem has long been terbuku. To describe requires time, patience and compromise policy and sincere.

Alliances need to close ranks within the party combined. There is no blame in the dispute and argue the importance of people issues. That is not the breach; but it is the wisdom of democracy.

But if the dispute continues and mutual recrimination and distrust each other, Alliance can forget the dream of stepped foot into Putrajaya. Disgusting people have with the political conflict that is not endless.

People will consider which one is better - 1 Agenda Malaysia or Muafakat New Pakatan Rakyat. And all this will be determined by words, attitudes, behavior, practices and actions of our politicians over the next 12 months, if not within 24 months.

SAINS POLITIK MALAYSIA

Without mincing his words, political analyst Abdul Aziz Bari likened those who hold the reins of power in Malaysia to a bunch of 'thugs'.

According to him, these individuals do as they please without proper regard for the law of the land and the percepts laid down in the federal constitution.

"We are like Zimbabwe, just with another name!" stressed the law expert.

Zimbabwe under President Robert Mugabe has earned international infamy over it's questionable policies and use of the legal system and laws to prop up the government.

Elaborating, Abdul Aziz said: "I don't know how else to call them, sometiNONEmes we need to call a spade, a spade. What we have is a state of lawlessness, it's like the law of the jungle."

He pointed to the recent overturning of the high court decision regarding the Malaysian Anti Corruption Agency's (MACC) right to interrogate beyond office hours as a glaring example.

"It is painful to hear the court of appeal decision. They are using the provision to overrule the high court, saying it is silent on the matter," he told Malaysiakini.

'Judiciary takes its cue from government'

According to the UIA law professor, the court of appeal's recent decision "is a lame decision and in itself a failure to carry out the court's role, namely to fill the gap left by parliament in the statute."

Abdul Aziz is adamant that "the high court decision is to be preferred as it is closer to justice and the spirit of the constitution."

"It is for the court to fill the gap by making a decision that is closer to fairness and justice," he added, though he bemoaned that in Malaysia, "the judiciary takes its cue from the government."

"When you have a judiciary like what we have, what can we do? In normal circumstances you go to court to compel the parties who refuse to do its legal duty to do it. But not in our case," he said.

What is worse, according to Abdul Aziz, Barisan Nasional is "undermining or simply could not care less about the constitution."

"BN has demonstrated complete disregard for the rule of law and supremacy of the constitution, either the letter or the spirit of it," he said.

Abdul Aziz contends that the Reid Commission's original intent was to propagate federalism, this he said permeates through the entirety of the constitution with the express delineation of powers to the state and the federal government.

On a micro scale, he added, this framework of federalism included the issue of the petroleum royalties and funding for states.

Umno warlords stumbling block to change

Abdul Aziz believes that the BN government is clearly going against the constitution when it set up the JPP (Federal Development Department) which is ultra vires of the defined rights of the states.

He explained that the state has rights to certain grants and funding the federal government sans such 'intermediaries'.

The use of the Emergency Ordinance to define territorial waters in the Kelantan oil royalty issue, he said, is another example of the BN government's disregard for the law.

"Why not refer to the Petroleum Act or the Law of The Sea?" he asked.

In a similar vein, he also criticised the federal government's 'play acting' in making much ado when giving assistance and aid during natural disasters to opposition held states,

"Why the furore, it is their duty anyway, as described in the constitution," he said.

According to Abdul Aziz, this rot of lawlessness goes right down to BN's core which is Umno.

He is of the opinion that the Umno warlords cannot be reformed and as long as they exists, Umno cannot be reformed.

"They simply don't want to do it," he said.

Greed and racial politics Awang Selamat and Utusan Malaysia

Awang writing in this space titled Malaysia to the republic, last week invited feedback reaction from the DAP vice-chairman, M. Kulasegaran.

He made a police report against Awang claiming defamation writing these overtones, is not responsible for and can trigger racial tension.

Awang does not care. Anyone can do so in the name of democracy.

If he wanted to make 100 even though a police report, no case. Awang not a bit depressed but satisfied because the message is delivered.

As long as the DAP leaders mislead people by making defamatory concept of Malay supremacy supposedly make other people as slaves, Awang will not be silent.

Similarly, the action to question the construction of many mosques DAP. Who actually want to spark racial tension, if not the party. DAP proposal to make English as a second official language, also has a trick to deny the position of Malay as the official language.

Writing in this space last week menyanggah three issues, which can be viewed as part of efforts to re-write the Constitution.

Conclusion Awang and many more before that actions are towards making Malaysia the republic.

What does the party want to splash it appears now that extremism, that can not be allowed at all.

Awang stance since time immemorial is to defend the Constitution and reject extremism, including from among the Malays as group Mujahidin Malaysia (KMM), Al-Arqam and Al-Maunah. Islamic political activist groups that are not extreme quiet criticism from Awang. Extremist movements in whatever form, including political risk is the same with the armed extremists such as the Malayan Communist Party. So what makes us comply with the DAP for their agenda, the consequences far more harm countries.

But when Lim Guan Eng as criminals accused Utusan Malaysia, Awang only smile. What The Star does not follow because the party's aspirations and labeled kinds? What because Utusan is still a shield to defend the interests of Malays and Muslims in the name of the Constitution Utusan want killed, the process is being conducted by the DAP and PKR leaders Datuk Seri Anwar Ibrahim. Ironically, certain media including newspaper native who plays passionate sentiment Rasis according to their racial interests, nor accused criminals. While The Star is only menyanggah statement seditious overtones and excessive DAP leaders - not start - attacked the bitter end.

People who can assess the actual criminals. Guan Eng can deceive some people, especially among Awang but still do not believe him. If Guan Eng wear a clown costume complete though, Awang know trick actually is to our nationhood merungkai basic idea according to Malaysian-Malaysia.

So what to listen to the axis of evil which surely become. Sedarkah Guan Eng that he was also viewed by many as the enemy in the blanket that is moving "betrayal" in this country? Cerminlah themselves.

Federalism, the two party system and political realities of Malaysia

Nov 27 - On 21 November last year I invited the Institute for Policy Studies with YB Datuk Husam Musa and YB Teng Chang Khim in the forum discusses Two Party System and State-Federal Relations. Forum is part of the National Symposium on IKD Pakatan Rakyat and onset of Two Party System in Malaysia.

Capital touching about hypocrisy in the BN State Government and Federal relations, while Teng also propose that the principle of federalism with greater construed in accordance with current developments.

In my speech, I start with writing citing YM Tunku 'Abidin Muhriz: "Regional autonomy was practised for centuries present amongst the constituent states of Malaysia - the only formal federation in Southeast Asia - yet the country is among the most centrally administered in the region .

That is the irony, how the only formal Federation in the region has become increasingly terjerat with the Central Government control. I also reminded the audience how Umno itself against the proposed unitary concept of Britain through the Malayan Union, but suggest the formation of the Federation of Malaya in 1948.

In the history of our country, there is some violation of the principle of federalism episodes, including: the Federal Government intervention to overthrow Sarawak Chief Minister Stephen Kalong Ningkan the 1960s, the Emergency rule in Kelantan in 1977 that allows the Federal Government dropped the PAS, marginalization rights Sabah under PBS in early 1990s and the issue of oil royalty to Terengganu and Kelantan.

Since March 8, 2008, when 5 was the first time state government fell to the opposition we see how the hijacked Perak, Penang and further marginalized the latest issue of oil royalty Kelantan.

As part of the Singapore Government, through our own experience some of the same: People-Centric program jointly organized by the Prime Minister's Department, National Security Council, Department of Social Welfare and the Election Commission; barriers Datuk Noh Omar as Minister of Agriculture officials to all Federal agencies to attend programs in the State Government and Federal Government efforts to thwart Selangor water industry restructuring.

Same theme that underlies the incidents was clear: how the Federal Government led by one party (or coalition parties) rejected cooperation with the State Government led by the opponent and the structured use of the governmental machinery of these states, thus the people of their own!

In fact, since March 8 now see tension between state and center spread also in states such as the appointment of Menteri Besar BN in Perlis and Terengganu.

Clearly, the principle of federalism that underlies the formation of the Federation of Malaya and Malaysia has eroded further, swallowed deck period, revenue Constitutional amendments impact a large majority for the BN this.

Power and financial resources of the State Government extremely limited. Financial strength, the government machinery, security institutions - all under the control of the Federal Government. At the same time, I asserted that the State Governments need to Pakatan Rakyat in creative ways and not only give reasons to overcome this crisis.

Selangor State Government in its efforts mendrafkan Enactment of Freedom of Information for realizing the principles of transparency and accountability. Even so, during which the Chief Minister using his powers under Section 2C Official Secrets Act, the Federal Government tries to find a way menggagalkannya. Hill International in incidents, people must ask: how reports of landslides threaten the safety or affect the strategic interests of the country?

At the same time, efforts Petaling Jaya City Council to establish police assistance (Auxiliary police) to assist the Royal Malaysia Police guard in Petaling Jaya to this day do not get a green light of the Federal Government. Yes, safety is the responsibility of the Federal Government. But as a pro-active measures that have a PBT result of many crimes and handcuffed, MBPJ want to help the often lamented lack of RMP police officer. Airport, Port all have police assistance. Why people are denied the right to Petaling Jaya? In many other countries, is under the police power PBT!

To break this deadlock, we must find some way. Among produce spirit dwiparti (bipartisanship) between BN and PR, as exists in the parties in the BN which is also not satisfied with the bias condition today (can we ask YB Datuk Seri Idris Jusoh!). Availability YM Tengku Razaleigh Hamzah led kaukus claim royalty oil is a good example, and need to be developed further.

We must also start the paradigm shift from the mentality of winner takes all (win or lose all) to the win-win (win-win). If we refer to our Constitution clearly exists between the equilibrium back the State and Federal Government. Proposal YAB Tan Sri Datuk Abdul Khalid Ibrahim Independent Grants Commission established to ensure justice for channeling funds to the State Government should be studied carefully. Imagine, people pay a tax of Selangor RM16 billion to the Federal Government. But the State Government budget cumalah RM1.3 billion. As a member of the Federation, we accept the need to fund the rich is shared selangor other states that require more, but if each state guaranteed a minimum 20 percent tax obtained daripanya, Selangor own allocation of RM3.2 billion will be entitled to!

Some countries succeeded with their federalism model, such as the United States, Canada, Australia and Germany. Even countries that Indonesia is basically unitary republic, the power of the Central Government relaxes post-Reformation to the sleeping giant is now risen back to economic progress, political and social impressive.

Of Fatine and her right to marry

There are many things I’m grateful for in lieu of our Immigration Department, one of which is how fast they can actually prepare a passport in comparison to the other services provided by our government.

However, for an official from that department to simply state that they would take action against a transsexual who is married civilly to a British citizen is irrevocably low, particularly due to the hypocrisy.

Allow me to ask, just how many students who overstayed overseas have been charged by the Immigration Department for overstaying perhaps a year or more in the UK?

And just how hyped up were their cases?

Or is it merely the fact that she’s actually a he that sensationalises this story, thus having your department state that she ‘may face action’ if he violated laws here.

Let’s be frank. Perhaps I’m biased because I’m part of the same community. However, why is that we live in a nation that can’t mind it’s own business as individuals with the liberty to do what they wish without causing harm to others?

The only reason that dishrag of a Malay tabloid called Kosmo published this story is due to sensationalism and the fact that Malaysians in general have not yet accepted the fact that there are among themselves members of society who are sexually inclined towards the same sex, have the personality of the opposite sex in juxtaposed to their physical gender or even those who can’t even stand the idea of sex.

This is just being human, and until Malaysian society in general accepts this fact, we won’t see an end to these issue becoming sensational simply because it’s taboo.

So, in Fatine’s case, and for the sake of her safety, I hope that the English government grants her safe haven in the UK because Malaysian society does not accept her. In fact, her actions are punishable by a biased and hypocritical Malaysian religious law establishment which will include a jail sentence and rehab due to the fact that her actions are deemed ‘unnatural’.

Furthermore, her family has disowned her.

And to Fatine, congratulations on your wedding. Well wishes from the LGBT community of Malaysia. The more pious of us will be praying for your happy future. The lesser wishes you all the best, with hopes that you will finally have all your dreams come true.

And if you ever decide to come back for a visit, do it through Brisbane, then Thailand before arriving here. Seems to have worked for RPK to get out of the country (Berita Harian), so perhaps you could take a page from that book.

Rahim Noor urged the government to respect the Haadyai Treaty

Below is the news from Malaysiakini. The former police chief, Rahim Noor urged the government to be fair to the former Secretary General of Malayan Communist Party (MCP), Chin Peng and let him return back to the country.

Recently, Muhyiddin Yassin (the most stupid Deputy Prime Minister that Malaysian had) said that Malaysian government will never let Chin Peng to return back to Malaysia.

Muhyiddin don’t even understand a simple treaty that been made by Mahathir’s government with the MCP in 1989. It’s good that Rahim Noor voice out to remind the government.

Muhyiddin Yassin Defended Biro Tata Negara (BTN) = 1Malaysia, So It = Najib's Slogan?

Finally we have the truth and the real meaning of Najib's "1Malaysia". We read the news report that Muhyiddin Yassin defended the controversial Biro Tata Negara (BTN) courses today as a form of nationalism in line with the 1 Malaysia concept despite growing criticisms of racism and political indoctrination.

One question though, why start the rhetoric of "1Malaysia" when all these years the BTN courses are already a form of nationalism in line with the 1 Malaysia concept, as what the DPM claimed. Shouldn't it be functioning already in bringing the people of all races forging a common Malaysian consciousness and identity, transcending their ethnic, religious, cultural and linguistic differences.

But, Najib does not think so, that is the reason why he came out with the slogan of "1Malaysia". He saw that after 52 years, the nation building is a total failure and getting even worst. This is what I think about Najib and his "1Malaysia" slogan unless he is just creating a superficial connotation of public welfare while trying to fish for votes.

We have to wait for Najib's response to the real intention of the BTN courses. Does he agree with what his DPM claimed, if he does, then we are in big trouble because the breaking news from those who had attended these BTN courses totally disagreed with what the DPM claimed it to be and that is "a form of nationalism in line with the 1 Malaysia concept".

While we wait to hear what the PM has to say, please read from those who had attended these BTN courses have to say.

‘BTN taught me the Chinese are the Jews of Asia’
In the hall, students were asked to turn off their mobile phones.

During the lectures, questions were planted among the audience and the students were advised not ask raise any questions.

One speaker began with the history of Malaysia and how much the country had gone through, always emphasising the May 13 riots.

He stressed the point of how much the Malays had sacrificed and how the community should be united especially from outside threat — the Chinese community.

He said that the Chinese community were “the Jews of Asia” and were just itching to take over when Malays were disunited and broken.

The speaker also revealed a greater Chinese conspiracy where the Chinese Malaysians were working together with Singapore to topple the Malay government.
